 hinted at 'incremental' change China is considering scrapping its controversial one-child policy after three decades, says China's Family planning chief Zhao Baige. Baige hinted at an "incremental" change in the policy but did not provide any specific proposals or a timetable for change, but was insistent that some form of population control would remain in place. Families in China's cities are restricted to one child, and those in rural areas to two children under a policy that was introduced in the 1970's to curb spiralling population growth .. Many wealthy Chinese are choosing to pay the standard fines for having more than one child to have large families so the policy, often considered controversial in the west, is being openly flaunted by those who can afford to do this. Its quite likely that the Chinese Government will want to appease the better off while still continuing to exercise control over the reproduction rates of the poor. Ms Zhao also expressed concern that China faces a huge disparity in numbers of females to males, as families in rural provinces continue to favour boys over girls and were already very fragile environmentally," Reuters quoted her as saying. in 2005 china's population was recorded as 1.30756 billion about 22% of total population in the world.
